for Win32.  It comes with Perl, all the documentation as well as a debugger.&lt;/p&gt;
&lt;p&gt;To set up a server I suggest OmniHTTPD (&lt;a href=&quot;http://www.omnicron.ab.ca&quot; title=&quot;http://www.omnicron.ab.ca&quot;&gt;http://www.omnicron.ab.ca&lt;/a&gt;).  It is really easy to set-up.&lt;/p&gt;
