This is most probably a problem with browser cache.
What's happening is that once the banner is loaded, it's stored in visitor's hard drive, and then each time the image is called, the browser will pull it from the H.D instead of the script (the browser doesn't know he's going to get a new banner )

To solve this, you'll have to use JavaScript to generate a random number and append it somewhere on the URL of your banner rotator script. Ask in the JavaScript forum, someone there will probably know how to generate random numbers.

Regards,
Federico Carnales
