Refreshing
Okay, so I've just finished editing a page and uploading it to the online server. When going to check the site to see how the new changes look, I get the older page, pre-changes. I tried refreshing a billion-gazillion times, i emptied out my temp files, cleared the cache, and still nothing...I called a friend to see if he was able to see the changes and he said he could....I can't...at all...any ideas?

press F5
problem is you have 2 caches, yours and your IP's, hitting refresh usually just refreshes your cache which is coming from your IP's, F5 reloads from the source.

tried all your suggestions but to no avail
I checked my webserver to make sure the files were up and I wasn't being retarded, but they are and I can see them if I use the view option from the server.
Any other suggestions? I'm going to take Suzanne's suggestion and call my ISP. I'll be crossing my fingers.

If you are using AOL then I know from some of my clients that the AOL servers Cache the pages. The only way I have found to work around it is to log into AOL and then browse in Microsoft Internet Explorer ...
If you are using Internet explorer 5 or above then the Item you mentioned you were looking for is under Tools-> Internet Options -> General-> Temporary Internet Files -> Settings ...
Here you can tell Internet Expolorer to check for changes on every visit to the page ... if you are set to "Automatically" it will almost never check the page until the cache expires for that page ...

I figured it out!!! WOOHOO!!! I don't know why i didn't think of this earlier...duh! I performed an IP REFRESH off the command line and it worked beautifully! sheesh! Thanks for all the help guys!

I assume that you mean:
ipconfig /release
ipconfig /renew
If so, this would be proof that your ISP is caching pages.
