Just a couple of really quick mock-ups here but I'm interested to know what you all think. I have to show them to the client for feedback tomorrow but they are aware that these are pretty rough at this stage.
The two samples are very different from each other. I'm sure the client will like the second one but I personally think that the first one is much more original

Forgot to add that I know that these are pretty basic layouts. I'm really looking more for ideas and rought thoughts at this stage. I'm really not happy with the mouseovers so any ideas there would be a help. Also something more interesting to with the header backgrounds without getting too complex.

Me likes #1 best. It has more originality.
You should get you some real smoke going on there behind that title at the top.

I'd go with #2, the title mentions tobacco so I asume its about smoking etc, if it is then smokers don't want to see what their lungs look like on the web page. blacks and browns could work against the topic.
sorry to be hash, but here in NZ we can't smoke anywhere without anti-smokers kicking their heels up about it, which in turn makes serious waves between smokers and non smokers.
Is the topic tobacca or surveys in general? if in surveys why not do a file type background for the header, like pages of surveys coming out of the name or box or something, all nicely muted.

It's an academic research project to study the effects of anti-smoking policy in various countries (Canada, US, Australia, Britain). The target audience is mainly academics, government people, maybe members of the press and the general public. The main people we're targeting are academics and government (because they're important
) Apparently these four countries are going to be trying to work out a common set of anti-tobacco policy goals and this is the first study to really look at the effects of various policies. See, it's all about the policy 
So, with this target demographic, it's important to have something quite restrained and academic-looking. They also want to stay away from really obvious symbols like the traditional no smoking sign. A high level of compatibility is also important (does anyone here have a Mac ???)
(The really ironic thing about this is that up until two months ago I was a smoker! Yup, the tax increase policy worked on me
I nknow what you mean about the smoker discrimination though...)

I too prefer number two but the grey to me looks like the boxes you get while waiting for aplets to load, could that be a different colour?

Instead of it curving right round can it not curve to the bottom of the buttons then continue straight down?

Don't bother with the nit-picky things, I've got a bunch of stuff to perfect still (including the way the background tiles at higher resolutions, and the page title, and a bunch of other stuff).
Any ideas on what to do with the bottom of the red curve on the left side? I can't just let it hang like that but I have a feeling that if I keep it curving it'll look dumb but I might give that a try anyway.
