Ok, i think the site is fine.
Let me ask you some other questions.
Do you use google analytics?
If so, what is your top performing keyword?
If you use google adwords what is your top performing keyword?
your keywords might be too broad.
In google analytics, what is the biggest traffic source? (referral, paid, natural etc...)
I also notices that you page has already been tagged with a stumble upon thumbs up, that is one reason you are getting alot of traffic with low conversions (assuming stumble, shows the site enough)

Also, what I meant by keywords is perhaps they are too broad, which would drive a lot of traffic, try more specific words, take the long tail approach, this site has a great basic definition

Stumble upon is Social Bookmarking site, someone has tagged your site and gave it a thumbs up. You need to look at your traffic stats and look at where most of your traffic and referrals come from. As suggested by Steve, you can also take a look at the keywords, maybe you are driving traffic from people who are searching/looking for something else other than what you are offering.
Their are several factors that can make your site target customers pretty well and increase your overall conversion rate. This is best if you consult a professional or get a professional to do it for you perhaps. The simplest first step is taking a look at your traffic and referrals so you'll know what drives people to your site, improve on them or refocus them...

I think it's possible that either you're looking for clients in the wrong places or your site isn't effectively targetting your audience.
This site looks expensive. Very classy and high end. Your average searcher may be looking for something less pricey. And who can afford custom landscape anyway? Rich people (as evidenced by many of the houses shown in your portfolio!). So how do you find rich people?
It may be more effective to work on your offline marketing. Make sure your website address is on your business cards. Leave some with previous clients and encourage them to pass them on to their neighbours. Try partnering with other business that cater to rich people (such as interior designers). There are all kinds of ideas there. You could even try hiring a marketing consultant to help you. Or maybe you're doing some of these things already and your site still isn't converting??
If you're targetting this audience try to work in words like exclusive, high-end, custom etc. The word "Custom" doesn't appear on your home page at all - I'd guess that would be something people would include in a search query.
Where are those few hundred hits coming from? And what stats program are you using? The raw logs include hits from search engines which can really inflate your numbers. If you put in something like Google Analytics you'll be able to see just the actual visitors. Google Analytics also lets you set up conversion goals.
Your download documents are in PDF format - search engines can read those but not as well as regular HTML (and searchers may be less likely to choose a PDF result than a regular result). Put those up as regular web pages - that could bring in more visitors from searches and linkbacks from other sites.

The conversion rate which you quote as pitifully low is always a little subjective. What one Webmaster thinks is good another will say is bad. Can I ask what the conversion rate actually is roughly ?
I must agree with others who say your Keywords are too many. That should definitely be reduced down which gives more 'punch' to the keywords you did use and you SHOULD use comma delimiters between keywords or phrases.
I also find the Meta description messy. This is where you want people to click your site out of all the others displayed. Meta descriptions tend to perform well with about 20 words and unless you are using the site for branding put the company name somewhere near the end.

Your trade is specific to a certain area, not like an online sales site where delivery is simple. Perhaps a lot of hits are from other countries or parts of USA where you don't list as serving.
There are ways to find out where all your visitors are coming from to establish if this is the problem.
Hits to clients rate isn't something you can 'simply' determine whether something is wrong or not.
There may well be lots of people clicking links to your site just to browse, they saw a link and wondered what it was about. And of course there will be competition out there, so are you more expensive than your competitors?
Maybe have a "leave feedback" link where people can easily see it, asking visitors some simple yes no questions such as
"Do you like the site" O yes O no
"Do we cover your area"
"Are we competatively priced to other firms you have contacted"
And a text area for written feedback if they wish

I see no problems with the site in general... Maybe I would just put the estimate request form right on the Request an Estimate page - there's no need to put an additional link and so put visitors one step/click away from contact with you.
Also, Request an Estimate and Contact Us - both pages seem to serve the same purpose - it's a bit confusing.
You may put the Request an Estimate link right under the telephone number, at the top of the page, and remove everything from the left (move it to the front or bottom, where appropriate). I will make the site more straight.
Anyway, you should check a visitors's path on the site and see what page he leaves - maybe that's the problem.

A nice design, relaxed and welcoming. However, in regards to problems attaining clients you only have one small menu link to a page whereby clients can contact you. Try including a large button in the body of content on your homepage something like 'Interested in using our services?' or 'Enquire about rates today!'. Grab your visitors attention, and your conversion rates should increase drastically!

As someone has said, it is subjective. Perhaps you could give us some actual figures...
In my experience, 100 hits (unique, NOT page views) is about right for 1 enquiry.
Your service is a luxury, not a need. I think you have to be prepared that there will be more window shoppers than some other sites.
Again, as someone has pointed out, you may have loads of visitors outside of your area.. so it's pretty pointless them using you even if they like what you do!

Probably your visitors need more content to be convinced. Look at those 20 page long sales pages, why they are still used ? because they convert. I don't like them, but many customers are.

Well for one thing were neighbors and thats cool. I don't think I can afford your services, and that's what I think alot of people will think when they look at your page.
Have you thought about putting entry level pricing on the page? Are you marketing to the correct people? It can't hurt to do a little hard selling on your page too. Or maybe make people look for your examples (pics). When I was at you page (at first) I just looked at the pictures and didn't really read through. I did after, 'cause I'm giving you a critique. On the samples page give an idea of "how affordable you are." Have you installed a trackback system? I think stumble has one, same as feedburner. That way you can see the local of the people looking at your site.
You may also want to try google analytics.
