Have you ever purchased web templates before? I tried looking at templatemonster.com and boxedart.com but they seem to have bad reviews but the templates look AWESOME. Is there a good source thats for templates that is like these 2 sites?

I have never purchased a template from those sites but I don't see why you shouldn't. Are you reading these bad reviews from pro designers? They are probably just saying that because they want to make money doing custom templates. I say go for it, if you find one on templatemonster that you like buy it. The templates there aren't bad and they look fine.

Template Monster has some very good templates.
Boxed Art is also a good source. The templates are not as high quality but the value for your dollar is high.
My only issue with TM is that most of their designers have lousy PSD organization. Nothing is grouped or labeled very well.
Quality. Reliablility.

I have used a few of thier templates, its pretty good value for money considering all the time you save, also not to mention the quality as well. I have looked through loads of so call free web template sites before but the quality are just so poor.

There are actually a few free places that are awesome with website templates... I have used steves-templates.com and http://www.freewebtemplates.com/... and they both have provided me with great layouts... FREE too!
I would suggest looking at those.

templatemonster.com I think is probably the best place to get templates. templatesbox.com is another good option and offers free as well as paid templates.

And I can propose http://templatesflow.com. There are a lot of templates(yes, not as many as at templatesmonsters), but they are of good quality. And we are from the USA(NY to be correct), so you can rely on us.
