The title probably confused you. 
Basically, I want people to come to my website and be able to design their own website with some software and have it hosted on my domain. such as mydomain.com/johnson
I searched hotscripts and cannot find any software that would do this for me?
Basically you go to a page and you create an account, then you can start building your website.. Any software like that for free out there? I would even pay a bit for it.

youd be limited in what you could offer as it would have to be done all online (which limits heaps for security reasons) or use 3rd party things like frontpage (ewww), dreamweaver etc.
another way would be to use seperate accounts and use a forum (phpbb etc) or something like PHPNuke where skins and options can very the sites a little.
Whatever you do you will need a bit of bandwidth, ideally you'd want a deciated server so as not to disturb other clients of your host or you'll be suspended while they fix the cause and this shuts all your domain down

You know how you could go to Geocities and sign up for an account and create your own website with a website builder? Where could I get something like that website builder? People can just edit their own website having html pages is all...

That is probably a unworthwhile idea. Unless you offer something spectacular why will any one come to your site? Might I know why r u building that?

I know there is something that some designers do for blog systems. Check http://www.erisfree.com/d2/apart.php she has a system where you choose a template and fill in the required fields as well as change the system your blog is on. eg. movabletype, blogger, wordpress.
Is that what it is you want?
