I am wondering how to create a web site that can be accessed by members only.
Secondly, I want to know the tools that I can use to create a forum for the use of my colleagues.

Drupal could handle all of that out of the box, so that might be a place to start. You can easily set your permissions so content is only visible to logged in users. It also has a (simple) forum included.
If you wanted a more complex forum you would need to do a lot more work (as we have on this site), or use another tool.

You can use content management system for that like Wordpress, Joomla or Drupal and use a Membership plugin or extension to restrict some parts of your site to your members only. In terms of forum, you can phpbb for that. it's free.

Another simple possibility would be to add a .htaccess file to the folder, you don't want anyone else to access.
