There are many solutions available really, the most common free solutions being phpBB, Invisions Board. If you need a portal solution with news, polls and forums, take a look at phpnuke and postnuke. At the hosting company that I work at, you can auto install these adn all kinds of apps, and we many more. Most hosting companies can do that now a days.

Vbulletin is one you would have to buy, but it is very popular and many succesful web sites are using it right now.

You can alwasy do a quick search at sourceforge.net as they have many great projects free to use.
