Under what CMS (Joomla, WP, Drupal, etc.) you want to create a template? If for Joomla CMS i think the best tutorial is http://docs.joomla.org/Creating_a_basic_Joomla!_template. For WP - http://codex.wordpress.org/Stepping_Into_Templates.

I have not any good idea about tutorial site which you can use to learn about designing templates. I want to suggest that you have to use online option for find good tutorials for design templates.
