Ok, we are PHP dummies, know nothing about Linux or Open Source Programming.
What we are trying to do is build a site, hosting Indie type music. Our host does not allow annonymous ftp. We want to be able to let bands design their own page and include their music.
What is the simplest way to do this without spending money (we are BROKE) and without knowing alot of complicated language? Or are there any reliable free scripts?

I suggest you look into something like WordPress[1] or Blogger[2]. I don't know what facilities they have for uploading media files, but they both have support pages you can research or post a question.
