It could cost you nothing , if you try using a free CMS or something similar and just fill it with the desired content . Also there are a lot of themes , so you acn make your hip hop site unique and cool

if you dont want to look unique that is, although you can use a fairly good CMS as a back-end, you still need some design to work on that, you can get templates on those, but somewhere else there is a site that will look like yours...
What I usually do with a CMS is code my own theme for it, or edit an existing one if time doesnt permit, or a client wants a certain style that already exist but needs a little tweaking... I suggest you do read around if you plan to build a site on your own...
thanks for all your feedbacks, the reason I ask , I was trying get someone to do it for me he ask $750, I don't even have 1/2 of that.. I might give it a try on my own and learn

Actually some of those scripts are so flexible , you can play around with the style and get unique cool site for an hour .
The good part is that you decide how to look like and everything else is already built and ready to use
