You could do it through a proxy using one of these sites:
http://www.proxyactive.com/ - this one works the best
http://proxify.com/
...or you can setup your browser to use a proxy server:

I think he's asking not how to get around Websense, but how to get a site off Websense's blocked list.
I just went through some of the documentation on Websense's web site, and they make it sound like you have to be a Websense customer to provide any feedback like that. I'm not completely sure if that's true or not, though.
