If you prefer a WYSIWYG Editor, you can use Dreamweaver or Frontpage.
I personally prefer to code manually with Notepad++ which is free.

You can design a nifty page with just html and css, so I'd learn those first. I found the w3schools site very useful for a beginner, so I second kaykays' recommendation.
Do you have somewhere to put your homepage once you've made it?

lil tip, dreamweaver is a powerful tool, be careful though when making large edits, i have found it often breaks more than it fixes. i started of with html a few months back and from no knowledge at all, i now have a sucessful forum and my page is getting 1000 hits a day. my advice to you is - if you get stuck on anything - "Google it" and you will figure it out. good luck

first piece of advice mate is drop those links at the bottom of your page, forget recpricol links unless its homepage for homepage. spend some time on writing articles and submit them to sites, also some directory submissions wont go a miss. for a bit of help with making submissions faster - try using "roboform"

Hey, it may not be simple simple, but i would start with frontpage. You can create a webpage as though you are in word, then take a look at the coding. just experiment with diff apps, but for now, i would stay clear of dreamweaver. I Have been a web-designer for nearly 5 years, and I still cannot get my head round it.
Use MS Frontpage... It is both simple, with an advanced section for the more capable users.
