I doubt there's much open source software for that kind of stuff... you would probably need to have something proprietary written.

Funnily this software was FLOSS (Free/Libre Open Source Software) before FLOSS even existed Richard Stallman was still in school when this first came out.
It looks more geared towards keeping records than decision making, it doesn't look like you can just download their stuff either (I have a suspicion that installation will be non-trivial anyway). But it might be worth contacting them and seeing whether they have anything that will do what you need, maybe they'll even help you develop it.
That was the only promising lead I could see on the Internet.
