Completed Content Sites

Hi, I hope this is in the right category, if it isn't I apologize.

1. I was curious, where does one go to get fully completed sites that they can host independently on their own domain of choice. With the ability for you to advertise on these sites.

2. Also some might have the ability to plug in to a 3rd party ecommerce system and sell some products?

what are these kinds of sites called, and where can I obtain such sites.

Im thinking affiliate programs.

3. Also where can one buy content for their sites? to fatten up the sites a little bit to make them more interesting?

4. what should I pay someone to build content? create, collect etc...
