What i want is a system - CMS, image gallery, blog doesnt matter but a system that allows me to manage content and allows my registered users to manage their own user gallery.
I have looked at coppermine (out of date) and other forums with gallery addons also joomla but no stable gallery system.
Can anyone recommend a solution.

Gallery2 is an awesome app, I use it for my professional portfolio.
I would like to note that Drupal supports Gallery2 as well, with better features and extensibility than WordPress.
Drupal provides a few other gallery modules as well.

Unless your users are just creating photo galleries, you should probably pick a favourite CMS and look for a gallery that integrates well with it, or vice-versa.
I would always recommend Drupal as it's my favourite CMS, and there are plenty of gallery modules that work with it. Including Gallery, as decibel.places pointed out.
