I'm looking for a dedicated VPS Hosting with cPanel and 2 IPs. The cheapest I've found is in the $50-$100 range... Is there anything cheaper out there?

well where did you find that - seems pretty cheap to me? Not sure you can get less than that

I think his budget is pretty enough to get a vps plan (actually he may even get a low-end dedicated deal), but how much disk space and cpu resources you think you will need?
What panel do you feel most comfortable with?
Mind that cpanel takes more resources than da or plesk.
I think you may check asmallorange.com or serverpoint.com vps deals, both prpviders offer a variety of OS and control panels.
