a) reliability
b) knowledgeable, helpful support staff.
c) loads of tech (i.e. support for ruby on rails, php, mysql etc etc).
d) fair pricing

Ofcourse reliablity, 99.9% uptime (i will though prefer 100%), fast servers, less load on servers (shared one's), 24x7 support.

1. Everything works exactly like it's supposed to 99.9% of the time.
2. In the other 0.1%, help is easy to find, quick to respond and honest.

Aside from that, standards like control panel access, mySQL database, PHP capabilities, etc.

There has been a discussion about this recently on the Web Design List[1]. One subscriber summarized this in the form of "questions to ask your web host" and published the list as a PDF.

The list is not meant to apply in every case. It does list concerns that may arise when considering a new host. Hope you find the list useful, even though only a few items on that list may apply in any particular case.

Stability first of all. It must be stable web hosting and value of money of course.

Personalized attitude to my needs, 99,99% uptime, prompt and sufficient responses to my questions, I don't need any cutting- edge technologies to run my site. I'm glad hqhost.net has been providing me with that so far.

True 24x7x365 support (True being the operative word)
Knowledgeable support rep's
Uptime (although most hosts have very good uptime anyways.)
Positive reviews on google
