As I understand it, reseller web hosting is where you can host multiple sites on a single server hosting account.
The guys I use (see my sig for links), offer supposedly unlimited domain names under a single account. This means that I can sell my clients a domain name at no additional cost to myself (beyond the cost of the domain name registration).
Obviously there will a performance hit, but the likelihood is that if this becomes noticeable, then the offending site will be profitable enough to justify purchasing a separate account.
Some hosts offer the facilities to give the client separate c-panel facilities and/or ftp passwords, but I'm happy that my clients are under my control.
Reseller web hosting is where the web hosting provider offers services that enable a third party to package the provider's offerings and advertise them as their own. As a buyer of these services, you will deal with the third party for sales, service, and issues. That third party acts as a buffer between the service provider and the client.
You'll also see the term 'White Label' used.
