Of the few exceptions of non-Canadians if you are the Queen of England, you're good to go, otherwise, no dot ca for you. There is the possiblitity that if you register and host through a Canadian company (like ehosting.ca) that might be allowed, if they 'hold ownership' of it.

As far as I know, you can't register a .ca domain if you are not a citizen of canada and do not have a physical presence there.
