Godaddy are probably among the cheapest if not the cheapest in terms of domain name providers.

You may have a look at HostWW.net shared plans, they add a free domain name and a site builder in the plan, I think this may be an ideal solution for a noob.

Use Namecheap.com for the cheap domain name registration.
They are really cheap and great!

If all you want to do is register a domain use a regisration service like Namecheap
However many hosting companies either include domain registration or give you a discount when you sign up. You may also bring your pre-registered domain the choice is up to you.
I am not familiar with HostWW.net but a sincere recommendation here is usually a good one.
GoDaddy? - I would stay away from hosting with them unless you want to use their built in apps and scripts. Custom programming on GoDaddy can be problematic. (but I think the post was recommending them for domain registration only)
You can also look up a web hosting review site like web hosting unleashed (I have no affiliation, I have just found it to be one of the most comprehensive, error-free, and easy to navigate) You will find negative reviews about practically every host, particularly at the cheap budget level (have you ever heard "you get what you pay for"?) There are specific recommendations for "PHP Hosts" and other categories. Also info about coupons and discounts.
I personally just left StartLogic (stay away!) and am now using BlueHost at $7/mo for 24 months - service and speed are fair, support is so-so but I knew that by reading the reviews
