Hmm. That question is a bit like "which car should he buy?"
When looking for a host, I have a "shopping list" of needs, which vary from project to project. Then I google "web hosting service lists" for sites like BudgetWeb.com to compile a list of possibilities. You may have to visit some of the sites to see exactly what they offer. Compare with your shopping list. No sense in paying for, say, Miva Merchant services if you won't need them.
From a short list, visit the support forums and any other help, FAQs etc. they might offer. For me, an active support forum, with frequent moderator responses gives me confidence I will get support when I need it -- and there is sure to come a time I will need it.
Finally, send off a technical question regarding some service you need. The exact question is not too important - I do it to see what kind of response I get, if any.
Okay, so we checked the Yellow Pages, visited the showrooms, sat in the driver's seat, and kicked the tyres. Not so different from car buying, eh?
Oh, as for the test drive, most hosting services give you a 30-day money-back option these days. Make sure that is in writing when you hand over your money.
Now if you have a specific question about hosting services - e.g. what kind of control panel should a newbie look for; do I need secure FTP; stuff like that, do go ahead and ask it here.

1. Avoid review forums.
2. Look for testimonials and reviews, they can tell you much more, follow the links to the sites given on testimonials page.The way it's done at

There are lots of good US located web hosts as well. I would recommend you have a look at these ones: site5.com, santex.net, knownhost.com

Yeah... good web hosting will cost you quite big sums of money. I never chose web hosting by price. I would go with the one I have ever tried. In this case I would recommend you have a look at Santrex.net, lypha.com.
And when you are looking for decent web hosting company price shouldn't be an option for you.
