Are these both for the same site?? If they aren't and they aren't both done by you then we shouldn't be commenting or comparing them!
Do you want a site critique? If you want comments on your sites (if they are both yours) then really this should be moved to the correct forum.

I *think* they might both be his because they are both similar in some aspects (the first more than the second one) to his site, finalphase.org ...
Getting to your question, in my opinion there is not really much of a comparison - the first layout is much better and much more professional looking than the second.
