What kind of software program do I need to make a graphic with links on it?
What I mean is a graphic on which you move the cursor and in various areas you can link to different pages. I want to create a list of titles and then link them to different websites.
What do I need?

Are you talking about an image map? An image map is one giant image (continuous) that is divided into sectors so that a predefined blocks are different links.
