agree, if you're a bit new to web designing, you can go for dreamweaver. also, it's important to join forums, where fellow web designers share ideas, tricks, resources (?), and other important stuff. reading will help you learn a great deal.
I always think that the top slogan and image should work together to get the customer's message across. For example, on my own site, my slogan is "attractive affordable websites - search engine optimised" which tells people immediately what I do whilst the rotating pictures of past websites back this up and give a visual example of my work.
I also find that visuals lower down on the page, and the use of background shading for important information, can make websites more visually appealing.

I don't care how fancy it looks, to me, that just says you either don't have your act planned out, or you rush to get incomplete things running. Either case, not the type of business I want to deal with.

I think that web design tips are really important while designing any site, a clean layout that uses a lot of white space enhances a site's looks. If your Web pages are oft-repeated by people with slower modems then designing a page that looks best over a T1 is not a successful strategy.

Just be inspired in doing anything. Wear your heart on your sleeves and never, never hesitate to try anything new. And of course you also have to be at peace to let your creative juices do the work.
Test your site design in several different browsers. Right now it's about a three-way split between Firefox, Chrome and Internet Explorer. Your site should look good in all of them. Another tip is that using a web design program can, possibly, introduce some weird code into your site. Especially if you do something, change your mind and then undo it. There are numerous tools on the web from which you can learn web designing for free. But Adobe Dreamweaver CS is the best software in the market available today for web designing. Search on YouTube for Adobe Dreamweaver tutorials & you will find tons of knowledge there.
Although Dreamweaver is the best editor for web design on the market, it is best not to use it to publish sites. If you do it will include a lot of markup, and make your site heavier. I made this mistake a while ago and I now use dreamweaver to design and then upload the site using an FTP client. You then have complete control of the code. It may be possible to remove this in settings , but I couldn't find it
