How to reduce the size of an image without reducing its clarity? For ex: if the image is 1000 pixels by Width and 750 pixels by height, how to resize the same to 300 x 250?

If you're scaling an element in photoshop check the "Maintain aspect ratio" option. It's a little link/ring icon and it's usually disabled.
If you want to reduce the size of all the elements try disabling "Constrain proportions" on the "Image Size" windows. I wouldn't advise any of the two because you will probably lose some quality.

In the image resize options you can also change the resampling options. This is the drop-down at the bottom of the image resize box that usually says "Bicubic (best for smooth gradients)". Change that to "Bicubic Sharper (best for reduction)."
What kind of an image are you resizing? It must be something other than a photograph...

This is the best tips forever. It is the general problem that reduce size of images. There are also option in photoshop for changing style of images. I agree with the solution that some gives you.

this is very easy reduce the size of an image simple go to editing option of photo shop and press the resize option your image change without reducing its clarity ..

Hi;
you can select the image, click Ctrl + T, which will let you have free transform. Then hold shift as you stretch it smaller. Holding shift makes sure it doesn't warp the image.In this way you can take the pic in their size as you want......

Its very easy just select your image layer and press ctrl+T and reduce the size to your adjustment.

You can do this in photoshop. But i tell you a software in which you can do it easily with no extra effort. This software is ACDC. ACDC is very good software for pictures. You can also do this in MUcad.

Paint Shop Pro is absolute basic, if you're confortable with it, do carry on
Photoshop could do much more, and it easy enough to learn, just play about

Okay, what I think when you're going to change to/reduce the size of the image, there most may be little bit quality will be reduce. Make sure there is options image size and go through will be better.
