New layer on top of design

I have an idea that I dont know where to begin making

Lets say each of those yellow squares is a graphical link

and the red part is a new window...best way I can describe is a new "layer"

Im certain this can be done in CSS...not my forte...any other ways of making this new window appear on top of my design? Not as a pop up? Confused

You want a layer (and these do exist in css) to appear when you :hover over a link?

Is it a whole new page or can the effect you wish to achieve be done with some HTML inside the same page?
