I prefer the first one. The second one is clearly meant to be compact, but doesn't have boundaries. Try adding a page border and adding a background color the header "iEffective Web Design"

I have to agree with DoI. The first one has definite boundries on everything. The second has boundries on some things, but not all, making for a somewhat inconsistent look. IMO. (In my opinion.)

The first one, I'm sick and tired with white background. I love the first option. look selegant and that green .. just amazing

almost all my sites are with a darker background and lighter text. I think it's more "chic"

I really like the simple white background. The text you choose for the "Page not Found" part really stands out in black
