GIMP Help Menu Doesn't Work

I recently downloaded The GIMP, v. 2.2.13.

The Help menu doesn't open, however. It gives me the message:

Could not open C:\Program Files\GIMP-2.0\share\gimp\2.0\help\en\gimp-help.xml

Has anyone here had this problem?

(I visited The GIMP site again, and there are no user forums, although there is an online version of GIMP documentation.)
