What is the easiest way to create a dynamic navigation bar for a web site?

I know I can do to button rollovers with Javascript but I am looking to make a navigation bar that has clickable sub menu options appear when your mouse moves over it. I am looking to avoid using any Flash, but is Flash the only way to pull this off?

No, no, you can do this in plain CSS or, if extra functionality is needed, Javascript. Here are some CSS links:

Yeah CSS is awsome, there's also dynamicdrive. Here's a link to the section where they have the expandable menus.
