For me it really depends. For the most part I prefer white or very light coloured, but sometimes black can work. I'm thinking specifically for gallery type sites for photographers or artists and things like that. It can provide a nicer backdrop for photos.
I know that some audiences (mainly gamers) tend to prefer dark backgrounds because their eyes don't have to adjust so much to the glare.
Like Megan said, it depends on the type of the site and the content being displayed. I think a lot of people think that black is 'cool', and overuse it, but in some instances it definitely works.
99% of the time I hate black backgrounds, 1% of the time it is appropriate and well done. I think there is more to it than just liking or disliking, if the website as a whole is well done and well designed then fine but generally black sites tend be be a bit on the tacky site IME!

Yes, it works in some cases. I think you'll find that most people who start out on the web have black backgrounds.
