What programs do you have? do you have paintshop pro? with that there is animation shop which isn't to bad for making and fine tuning animations.

There are also some free banner and icon programs around the net, just search for them but becareful as animated gifs are usually BIG in file size and take forever to load when you have a few of them.

I have to agree about animation shop.

However, remember to use animated graphics in extreme moderation. For banners they're normally fine, but I personally use them very rarely as part of the site. In fact, I can only think of one site where I've used one, and I was really torn about doing it. The customer really liked it, so I decided to keep it.

I agree to the above, but Macromedia Fireworks is excellent for creating animated banners, although you would have to be familiar with a similar program, like photoshop for example.
