It depends on which section. The following is from the rules posted in the marketplace:

Help Wanted - anyone may post
Link Exchanges - you must have more than 15 posts AND be registered for more than 7 days
Domain Names and Websites for Sale - you must have more than 15 posts AND be registered for more than 7 days
Services and Special Offers - you must have more than 25 posts AND be registered for more than 14 days.

Sponsors may freely post in any of these forum.
