I haven't been able to find the proper page to edit my avatar at...and I've been through every one of the "Control Panel" menu options.
Am I missing something?

Try going to "Edit Avatar" under "Settings & Options"

That's what you would think, except it's not there. There is no "Edit Avatar" option.

What do you see under the "Settings and Options" drop-down? What browser and OS are you on?

I'm on Firefox 1.5.0.3, Windows XP. I can't view the picture either.
The only four options I have under Control Panel, and "Settings and Options" are:
Edit Signature
Edit Email & Password
Edit Profile
Edit Options
