To increase your PR you need links from sites coming to your site with a higher PR than you, with similar content also helps.
PR isn't really that important, it's a google thing and good content will always be better, not only will it get you the viewers it will also get you listed better in all the other search engines.

That pretty much sums it up. How old is your site? If you get too many links to quickly, it looks spammy to Google. It's all about quality not quantity. Aaron Wall just posted some stuff on his blog about getting links to quickly, you might want to read some posts there http://seobook.com

PR isn't important? Depends on who you ask. If the only way you make money is by selling text links, PR is very important.
PR is a measure of relevancy of content. If my page on "computers" is linked to from many other pages contaning information on computers, then PR is going to rise.
PR has got nothing to do with traffic. Or even Search engine positions. For example one of sites had PR=5 but I never any visitors from search engines.
To improve PR you have to write articles and submit to article directories, do link exchanges or buy links from pages with PR4 and above.
The only use of PR as I know is selling links. Text-link-ads pays around $10 for PR4 pages per link. If you have 8 links that makes it $80 per month. But google is sternly against selling/buying links. It can even penalize it.

In essence, Google interprets a link from page A to page B as a vote, by page A, for page B. But, Google looks at more than the sheer volume of votes, or links a page receives; it also analyzes the page that casts the vote. Votes cast by pages that are themselves "important" weigh more heavily and help to make other pages "important."
PR totaly depends upon No. of backlinks and every backlink has different weightage depends on the PR of the page where ur link is placed If PR is high more benefite. No. of total links placed on that page IF links are less more benefite.& for Backlinks start to Submit Directory ,Writing and submission of articles, blogging,exchanging Links & Try to get link from DMOZ and Yahoo dir.

after spending some time in reading SEO sites, i found that link exchange is used to increase PR. If so, both side links is necessary?

Get backlinks more backlinks and backlinks.
This is the only way I got my PR.
Other things were all headaches. And got one of my site banned.
