I am trying to optimize my title for my web design company which is based in Irvine in Scotland. Does this sound ok?
Web Design, Website Hosting & Domain Names: Irvine, Scotland, UK
- it comes to 64 characters looking at google i see it should display this amount as it does with other companies.
Should I change it for every page on the site?
Is it good practice to leave out the company name from the title? i presume people are unlikely to search me by company as im not a huge company and it will proabably come up from my domain name anyway.

Yes, it is good to change it for every page on your site to specifically describe what is on the page.
Leaving out the company name ... that's a tricky one. It depends on what you think people will respond to in the SERPs. My hunch would be to put it in just because otherwise it looks overly geneirc and possibly spammy.
It would be interesting to see some research on that.

Hello. You shoul to remember, that all your pages have to have unique meta tags, titles and content. Everything!

Another thing about the company name - I have been reading some things from SE experts about branding in the SERPS. Basically, if your site comes up often enough in the SERPs, with your site name on it, users start to get to know your brand. So it's good to have your brand name in the title.

It's good, but IMO a title that reads more like a sentence would be even better.
For example, instead of:
Web Design, Website Hosting & Domain Names: Irvine, Scotland, UK
Try:
Web Design, Website Hosting and Domain Names in Irvine, Scotland, UK
And definitely have unique - content related - page titles throughout the site.
IMO it depends on the company and how related the name is to the business.
For Example, it does no good to have your company name in your "Web Design" title, if your company name is "Pink Lemonade". If your company name is "Pink's Web Design" however, then it's beneficial.
Too me, if you're a little know company then adding your company name to the site title is just taking up valuable space.

That's a good point, and it would depend on how much content you have too. The branding thing only works if your site has a lot of pages and your rankings are quite good to begin with.
