What about the issue of resubmitting too often?
I can see someone who resubmits every day or every other day being considered a spammer, but how often is too often?
For example, it took AltaVista appox. three weeks to list my site after I first submitted it. Since then I've made some significant changes which, amoung other things, I hope will improve the ranking. If I submit it now (about five weeks after being listed) is that going to be considerd spamming?

No. Even submitting once per week would okay with the search engines, although it is doubtful that the content changes on most web sites enough to really warrant that much submission.
The search engines all claim that every web site in their index is revisited within one month. Then, you must add on the usual waiting period that each search engine has between indexing and listing (i.e. Alta Vista= 2-3days, Excite= 2-3weeks). It is okay, and even a good idea, to resubmit your web site every month or so to make sure that the search engines have the latest version.

Based on your experience, how often do the search engine spiders re-crawl your site after you've been listed?
If I make a significant change to my site, is it better to resubmit manually or wait for the spiders to come back and pickup the changes?

Based on my experience it's best to resubmit. It seems they spider my site about every 2 months or more if I don't resubmit.

try using crawler alert. it is free and you will get an e.m notification when ever your site is scanned by a search engine.
