I have been stumped in how to go about trading links for a while. I have emailed numerous websites asking if they had wanted to trade with no response. And i dont think any other t shirt company would want to trade links with me because i am competition so im completely stuck on who i should trade with

You have to have something that they see as being either valuable for their audience (good content) or valuable for their search rankings (good PR). You've got neither.
When you're targetting sites you need to think about who your audeicne is and where they would hang out. So maybe a site with funny (rude) pictures would work.
However, you do need to know that reciprocal links are being devalued by the SE's. There not of no value at all, but are of less value than they used to be (and less than what people think they are). Trading links is an attempt to "game" the SE algortyhm which uses links to tell if other people like that site. SE's don't like being gamed, so they continually revise their algorythm to weed out problems like this.
So what do you want then? One way links. How do you get one way links? Have good content that people want to link to.

Exchanges my not carry as much weight as they used to, but they do still help. I receive lots of targetted traffic from my exchanges as well as nice partnerships. A few requests I had sent out lead to partnerships where sites incorporated my hosting services into their site for their users. So, you never know what will happen.

Yes, and that's a much better reason to do it than just to boost your PR. I don't think it's helpful for users to see a bunch of links that aren't really there for them. Integrating it with the site and creating friendships with sites you actually like is a much better way to go. Unfortunately it can be difficult to do this since most webasters don't seem to think this way.

). I think it's important to emphasize that this is "rough outline of what the formula might look like". But very helpful information from an SE expert nonetheless.

I thought the title of that article was rather sensationalized, which is why I felt the need to point that out
It definitely implies that this is the formula, which it's not. A lot of people would probably skip over the "probably" and "maybe" part.
ETA:Although Rand's original title was "A Little Piece of the Google Algorithm - Revealed" which also implies that it's an actual truth and not speculation. At least it's his own content and not a rewrite of someone else's.

I just read recently that site-wide links are highly depreciated in the most recent algorythm changes. So if you're going to trade links don't do it on a site-wide basis. The author of that aritlce goes so far as to suggest that site-wide links could be penalized.
(that article has a ton of othe great promotion tips!)
