Rather than buying links, I get sites submitted to search engines and directories. I do it to get traffic, but it also gets me links.
Prices have gotten cheaper these days, and I've seen 500 submissions cost about $100. PR of the sites submitted to range from 0 to PR6 with most of them PR3-PR4.
You can also submit your own site, but it takes a lot of time if you do it right.
