As Google is always up and down there is no real set time frame.
Going solo (without being linked from higher PR sites) can take 6 plus months to get PR2 or 3, being linked from a higher PR site can almost get you ranked over night.
After this last shake up one of my sites went from 5 down to 3 but am not worried as it's done this before and should be back at 4 or 5 next time round.

PR rank means nothing to a lot of people, Alexa is another ranking which has even less meaning.
Google in some ways is similar to Alexa, it uses the search results and peoples viewing habits (via the google toolbar), where as Alexa just uses the tool bar method. Google uses the link to/from method too but don't think it's important as it once was. Once an idea is spammed to death - like meta tags, they are moved over for something else.

You can get a PR of up to 4 without having a link farm (linking to and from every Tom, Donald and Harry), 5 and above requires a bit more work but at the end of the day it's your content that will rank you. If you have content that people want to see, you will be ranked well, if you have common content (same as everyother Tim, Damian and Henry) you wont be ranked highly no matter what you throw at it.

Content is King, and always will be.

PR updates are usually every 3 months.

Exchange links
buy links
write articles
submit to directories and search engines

and you could easy get a PR4.

I agree with netmaster123 for PR4. But for PR6+, what do the experts here suggesT?

I'm no expert but I can tell you if you create some awesome content, webmasters will link to it. The more quality links you have the more pagerank you get. You need to spend less time exchanging links and submitting to directories, and more time developing quality articles, reviews, tools, or other content that webmasters will link to.

all my new sites get a minimum of pr2 after the next pr update. some of them are only linked inside my own network and have no inbound links from foreign sites. if you start linking from strong sites shortly after a pr update you can reach a pr4 or even 5 within the next update.
but this is not stitic, if you not improve your site and keep it as it is then it's possible that the site drop down by 2 points like one of my sites. i did not change anything all links are the same but the site dropped down from 4 to 2 because it was a one page site.

For my site SearchBliss:
3 months, PR4
1 year, PR5
4 years, PR6
and the site is 6 years old now.

Is thiis what you were asking? Time has very little to do with PR. Good Content, quality relevant backlinks, design structure (good navigation, good use of keywords, outbound links, etc.) and the list goes on...has everything to do with it.

From PR 3 to PR 4 within 6 months.

Well it depends how good you manage your site. You must be focused on your site's content and monitor all your inbound links. This should come from relevant sites.

In order to get high rankings, your site should always be search engine friendly.

Usually within 3 months I can get to a PR4 or PR5 without much trouble but from there it seems to get more difficult to go up the scale.

To get my PR 4 it took me 3 months. But that 3 months were very long. Considering the link building campaigns I did for it.

Time has very little to do with PR. It depends on quality content, quality BLs, and submission to quality directories.

And do you have a list of those quality directories we should submit our sites to? Can you post it here?

Thanks.

well, for 1 of my sites - i did a lot of link exchanges but only managed to get a pr3 on the first update. on the next update, it went to a pr 4. those days, the updates happened once a month (around there).

for another site, it was a script related site and people who used the script linked to it - i got a pr 4 in the first update and a pr 5 in the subsequent update. for this site, which is relatively new, updates were happening once every 3 months.
