Are these tools any good in helping to get good rankings? Im wondering if MSN also have such a tool? Anyway after using these tools, I found that my site is pretty darn low in PR. so sad

Don't worry about PR - most experts agree that it no longer exists in it's original form and isn't really that relevant when it comes to rankings. Look at your rankings, not your PR! It can be a somewhat useful indicator but most people put way more importance on it than they should.
These aren't tools that can instantly help you to get good rankings. They just provide you with some information that can help you identify changes you should make to your site to achieve better rankings. I find that they are both good for certain things. Yahoo does some things better than Google, like their linkdomain: command is way better than google's link: (which Google admits is broken and has been for a long time!). Yahoo's command lists all your linkbacks in order of value - so the best ones go at the top (nofollows are included).
Yahoo basically only has that command and a list of pages they have that are indexed from your site. You don't have to be registered with an account to see this - like at Google, you can also look up your competitors which is a great way to see where their best links are coming from.
Oh, wait, maybe Yahoo has more if you authenticate your site ... can't be bothered to do that right now.

thanks Megan. the more I look into this PR issue, I realise that people trade and make money out of it. All the text i have read so far on SEO are very generic in terms of explanation. There is not much about actual site improvement. Its more like the Art of SEO rather than science

I think people tend to latch on to PR as being more important than it is just because it's a "known" in a world of "unknowns". SEO is definitely more of a craft than a science! A lot of the experts don't talk about it much simply because they don't think it's that important anymore, so they don't bother with it too much.
