I think Backlinks do play an important role in determing the PageRank of a site. Other factors include the Page content, no of outgoing links, Keywords etc.

Am I right in thinking that bad outgoing links effect your site, but not links coming in from bad neighbourhoods...because you have no control of them it as presumed by google..pretty sure i read that in guidelines somewhere.
