When Google indexed my web page all of my backwards links in Google were lost. My page rank dropped from 6/10 to 3/10.
Why is that?

Don't know exactly what happened there but in general search engine listings aren't guaranteed, definately not rankings either.
Which rather sucks when you have to now pay some engines to be "reviewed"!

When Google updates sometimes it doesn't show the new results straight away and therefore things go a wry for a short time until all their databases have finished updating.
Alternatively, have you changed anything on the site? The navigation system? Also sites linking to you, are they still in place? You haven't joined or set up a link farm have you?

Actually before present situation at Google I had only under construction page in their database, but I had a lot backwards to my previous site (same domain).
My new website is online since January 2002. But from this month there are no backward links to my site. This sites still exists.
What is link farm?

Place where everyone agrees to link to each other - can result in hundreds/thousands of sites all linking to each other.
In other words, trying to spam and fool the search engines, especially Google. The SEs don't like that
