for example, ebay.com
use google to search "link to"
link: ebay.com
230,000 results
use google to search "content contains"
"ebay.com"
11,900,000 results
google: "link to" and "content contains"
whats the difference?
how does google distinguish between them?
and i guess only "link to" increase a website's pagerank , am i correct?

I could not find "content contains" in the Google search help, but I would assume that it just locates what you are searching for in the content. So a hit for ebay.com may not be a link, but just that text on the page. This would not affect PageRank as I understand it.
The link: command does return links to the URL in question. These links are an important part of what makes up the site's PageRank.
