Making sure you have nice URL's is important for a dynamic site.

And by that I mean url's that include words not numbers or special characters. A good CMS will be able to rewrite URL's like a folder structure:
http://yoursite.com/articles/article-title/
not
http://yoursite.com?article283560

You want to make sure each page on the site has a unique < title > and meta description. If every page on the site has the same title and description, you've got a lazy programmer and a spider that has a harder time figuring out what your page is about

You know google love changes on your web site. And that is good point for dynamic web site, but please be sure that google need to have the same keyword density, so keep it on the right level

They do look at how often content on a page changes. It's just one of the ranking factors, basically looking at whether the site is frequently updated or not. It's not an absolute though - there are sure to be many older documents that are very valuable but don't change a lot.

If have already website those have .aspx and have pr 4. then it is useful to change or redirect the url in .html pages. is it harmful to .aspx website

The main thing about any website - permanent URL for each article.
