I have submitted my site vlbjcas.ac.in in dmoz but domz not yet listed my site. Is that effect my listing in other major SEs?

As dmoz is a manual editor it can take months to actually be listed. Wait a month or two and if your not listed submit again, but follow the rules to the T, mainly the right section for your site.
Check at the bottom of the area you want to submit to, it should tell you how many editors are in that section, if there are none it will take longer as someone from another section will have to do it after their lot.
A lot of SE's get their results from dmoz as it's a true collection, each site being checked for suitablity
<?bhb if(broken){ echo("It wasn't me
"); } ?>

Hello, I also agree that Dmoz listing is stiff. Dmoz consider different factors while listing new sites.
I think it will help you. Just click on this:- http://www.ozzu.com/ftopic68349.html .
