I have two websites. Content is related but not duplicated.
If I cross link these two sites back and fourth is there a possibility that either will be penalized for cross linking?
As I understand it, the key word regarding cross linking is "excessive" cross linking. But what would the engines consider "excessive".

Are your sites on the same ip? If they are, then the links won't do much for ya. But if they are on two different ips that will give you some benefit.

Well I think there is no such limit to determine which can be considered excessive, may be because cross linking is not recommended. Excessive cross linking may be penalized by the search engines in the form of site drop down in search results and your site may even disappear from search engine results.
