Best Tier-2 PPC Search Engines?

I'm still on the hunt for those elusive tier two PPC search engines which are not riddled with poor quality traffic from dodgy partner sites.

I can't recommend from our experiences, but ones that I would avoid are:
ePilot - paid for thousands of clicks on highly targeted search terms without even ONE conversion
GoClick - set-up geo-targetting, yet continued to receive flood of traffic from Romania, Russia etc. Several support queries not responded to. So who are the good, the bad and ugly among the tier twos?

I wouldn't touch them frankly, there is so much vaguery n the web that i would only trust the big names. I use Yahoo which is pathetic in terms of traffic compared to Google. MSN is so tiny i stopped bothering with it.

First thing i would do is analyse your ads and what keywords. You say they are targeted, but i've heard people say this before and it's normally quite clear why they aren't getting conversions. Maybe an example would help...

In general though, i wouldn't bother with these 'tier 2' sites. If you're in a competitive environment, take a different approach.

By targeted I mean "buy domain names online" and "register .com domain names". They convert well on the big search engines. However, a different case with the tier 2s.

For example, paid for several thousand clicks on ePilot and not one domain name registered. Why would thousands of people click on such search terms and not one register a domain name? This is despite sending the traffic to a very user-friendly site where the domains cost less than $10. Shows the quality of traffic on epilot.com. They would not even respond to our queries when we emailed them to ask what was going on.
