This is just incredible.
I wrote articles full of info and compiled a decent site (I think). I read all I could find about meta tags and search engines. I compiled my meta tags with great care without spamming (all my keywords are actually found in the page!) and submitted to the SE's. So far so good.
Now I discover that I am listed in AltaVista but my rankings are terrible (all beyond no. 30, usually beyond no. 50 = non existant).
The incredible things is that most of the pages ahead of me DON'T HAVE keywords meta tags! what's going on? Should I get rid of the meta tags to get a good listing in AV?

Welcome to the wonderful world of AV!
Seriously, Av re-indexes often so it may just take some time before you move up. Also depends on thier indexing algorithm. They seem to be tinkering with it every other week.
You may just have to resubmit again too. Getting a good ranking on AV isn't a sure thing but it is possible. My other site has first page listings in the search categories I wanted. Took several months to get there however.

My site is the same. I have read article after article. I have compiled keyword rich meta tags, title, description etc., but altavista lists me like 500 or even further down.
I have finially started to submit all of my pages. Approx 200 of them maybe the odds will help me get a couple of good rankings.
I have also submitted some pages with no search engine optimization thinking maybe that will work.
What is the MAX amount of pages per day that should be submitted to AV?? Currently I am submitting between 10 and 15 per day.

It can take time to "bubble up" to the top of the list.
When I first submitted my other site the inital ranking was very low. I redid the tags and resubmitted. Better. Then over the course of a year I kept resubmitting (only a few tag changes). Now my other site has top 10 listings.
Patience is a virtue.
